Статья посвящена сравнительному анализу организационной структуры лесного хозяйства России, установленной тремя последовательно принятыми Лесными кодексами, а именно, Российской Советской Федеративной Социалистической Республикой в 1978 году, далее в Российской Федерацией, как правопреемника, в 1997 и 2006 годы. Методологической основой исследования является последовательное сопоставление моделей управления лесным фондом в период 1978-2006 годы, позволяющее проследить эволюцию системы от централизованной пятиуровневой иерархии советского периода через сбалансированную модель переходного периода к радикально децентрализованной структуре, действующей с 2007 года. Показан эволюционный характер перехода от модели 1978 года к модели 1997 года при сохранении институциональной основ (лесхозы, профессиональная лесная служба, единая вертикаль управления). Реформа 2006 года привела к ликвидации лесхозов, разрушению кадрового потенциала (сокращение численности работников с 80–100 до 32 тысяч человек), деградации лесоустройства (сокращение объемов более чем в 10 раз), многократному увеличению площади лесных пожаров (с 1–2 до 18 млн гектаров в 2021 году). На основе систематизации экспертных оценок ведущих отечественных и зарубежных ученых, а также статистических данных Счетной палаты Российской Федерации и Рослесхоза, выявлено, что ключевым институциональным дефектом действующей модели является размывание ответственности: федерация выступает собственником лесов, но передала управление регионам; регионы управляют, но не несут имущественной ответственности; арендаторы пользуются, но их интерес ограничен сроком договора. Выполнена классификация сохранившихся и утраченных элементов организационной структуры. В статье приведено обоснование вывода о необходимости институциональной реформы, направленной на восстановление целостности системы управления лесами.
The article presents a comparative analysis of the organizational structure of forestry in Russia as established by three consecutively adopted Forest Codes: by the Russian Soviet Federative Socialist Republic in 1978, and subsequently by the Russian Federation, as its legal successor, in 1997 and 2006. The methodological basis of the study is the sequential comparison of forest fund management models over the period 1978–2006, which allows tracing the evolution of the system from the centralized five-tier hierarchy of the Soviet period through the balanced transitional model to the radically decentralized structure in effect since 2007. The evolutionary nature of the transition from the 1978 model to the 1997 model is demonstrated, with the preservation of the institutional foundations (leskhozes, professional forest service, unified management hierarchy). The 2006 reform led to the elimination of leskhozes, the destruction of human resource capacity (a reduction in the number of employees from 80–100 to 32 thousand), the degradation of forest inventory (a more than tenfold reduction in volume), and a manifold increase in forest fire area (from 1–2 to 18 million hectares in 2021). Based on a systematic review of expert assessments from leading Russian and international scientists, as well as statistical data from the Accounts Chamber of the Russian Federation and the Federal Forestry Agency (Rosleskhoz), it was established that the key institutional defect of the current model is the diffusion of responsibility: the federation acts as the owner of forests but has delegated management to the regions; the regions manage forests but bear no proprietary liability; lessees utilize forests but their interest is limited to the term of the lease agreement. A classification of the preserved and lost elements of the organizational structure has been carried out. The articleprovides a substantiated conclusion on the necessity of institutional reform aimed at restoring the integrity of the forest management system.
